Friendly contacts between cities, towns, and villages can be found throughout the world. However, when such contacts are based on a charter or a contract, one talks about twinned towns or sister cities. The idea behind such partnerships is to consolidate and strengthen ties across national borders, thereby contributing to peace in Europe and throughout the world. The focus is on forging contacts between individuals, because this forms the foundation for better understanding, for getting to know each other, and for breaking down prejudice. Bielefeld has a sister-cities arrangement with the following towns and cities: Concarneau (France), Enniskillen/Fermanagh (Northern Ireland), Estelí (Nicaragua), Nahariya (Israel), Rochdale (England), Rzeszów (Poland), and Welikij Nowgorod (Russia).
