Shift of Paradigms in German Immigration Policy?

The working group dealt with the political compromise reached in the summer of 2004, when the German parliament enacted a new Zuwanderungsgesetz: Does the new Immigration Act indicate that Germany is ready to change her deeply entrenched policies dating back to the early 1960s? The papers of the working group signal that the change in policies is rather incremental, that the legal concept of "Integration" is utterly narrow, and that certain parts of the Act were heavily influenced by the fear of terrorist threats. The papers will be published by Nomos Verlag.
