In accordance with §16 of the Higher Education Act for North Rhine-Westphalia, the Rektorat is the governing body of the university. It is composed of the Rektor, the vice-rectors, and the chancellor. The Rektorat represents the university and manages all its affairs except for those that are the express responsibility of other bodies. While giving due consideration to the development plans of the faculties, the Rektorat provides the structural and development plan that includes the study courses, research profiles, and structural organization of the university as a binding framework for the decisions of all other committees and officials. The Rektorat has the obligation to provide information to the University Council and the Senate, and is accountable for the implementation of the resolutions made by these bodies. All functions of the Rektorat are documented in the constitution of Bielefeld University.
