Systems theory increasingly has become a powerful analytical instrument to describe and explain reality. This is true for issues related to sustainable development on ecological levels, as well as for research on innovation processes or for the design of an effective intervention of technology policy. According to the mission of the Austrian Research Centers Seibersdorf (ARCS), the application of existing systems theories on questions, arising from day-to-day problems, is the main focus of research group no. 7.
Three perspectives of the research program
The consideration of spatial distributions of semi-mobil organisms increases the understanding of the evolution on environmental systems. This is due to the non-random distribution of energy in environmental systems. The consideration of information flows within environmental systems increases the understanding of regulatory processes in environmental systems. This is due to an increase of the efficiency of resource gathering in environmental systems.
Meanwhile it is clear that innovation and technological performance does not depend on single actors like firms, but on the overall performance of the Innovation System. Technology policy is therefore oriented on "systems failure". Technology policy is therefore confronted with higher complexity and has to be understood as an intervention in complex systems. Theoretical input and systemic policy advice is needed.
