How do Russia's political elites make sense of the contemporary Russia-EU relations? What conceptual conditions underlie change and continuity in their discourse? In my PhD dissertation I provide an analysis of how Russian foreign policy making towards the EU evolved from cooperation to competition and ultimately conflict. I argue that to understand change and continuity we must explore embedded concepts central to the crafting of Russian foreign policy, sovereignty and balance of power.
